According to Louisville Police, officers were dispatched to an Applebees restaurant in Louisville late Friday night after witnesses became concerned about an intoxicated couple who came to the restaurant with a small child.
Witnesses called 911 after they allegedly found Windgassen passed out in the women's restroom.
When officers arrived on the scene, they found Windgassen in the bathroom attempting to snort a narcotic. The substance was later identified as heroin. Windgassen was also found to be in possession of a small baggie which contained trace amounts of heroin, according to the arrest report.
Investigators say her boyfriend, John Lewis, was found intoxicated in the driver's seat of his car, with a 3-year-old boy in the back seat.
Lewis reportedly told officers the he and Windgassen had been with the boy all day and that he had snorted heroin a few hours before arriving at the restaurant.
Windgassen and Lewis were booked into jail and charged with public intoxication with a controlled substance and endangering the welfare of a minor.
