According to police, Delaware State Troopers were dispatched after receiving a report that a 1998 Land Rover had left the roadway and collided with a guardrail while driving southbound on I-295.
The first Trooper to arrive on the scene noted that driver, identified as Samuel Phipps, appeared to be intoxicated. Phipps reportedly admitted to smoking marijuana that had been dipped in PCP prior to getting behind the wheel.
Phipps went on to explain that he steered his vehicle into the guardrail to avoid striking an elephant that was on the road.
Phipps was booked into the Howard R. Young Correctional Institute and charged with DUI and failure to maintain required auto insurance. This is Phipps's 7th arrest for DUI according to state records. Bond in his case has been set at $21,000.
