Troy Howell - Charged With Chaining Teen By The Neck Inside Padlocked Room To Hide Marijuana Grow Operation

Baker County, Florida (The Weekly Vice) - Troy Howell, a 29-year-old Baker County man was jailed Wednesday after he allegedly abused and chained his nephew to a bed so the boy wouldn't report his illegal pot-growing operation.

According to the Baker County Sheriff's Office, deputies responded to a tip alleging child abuse at Howell's mobile home.

When deputies arrive on the scene, they found numerous marijuana plants and strong evidence of a grow-house operation. While police were searching the home, they found a teenage boy in a padlocked room. A heavy chain ran through the floor and was secured around his neck. He had a black eye, bumps and bruises on his head, and marks on his neck.

Investigators say Howell chained up his nephew after the teen reportedly ran away and told someone about the grow house. The teen told investigators that his uncle did not work, and operated the grow-house full time.

Detectives seized 90 plants and 15 pounds of processed marijuana from the residence, The drugs have an estimated street value of nearly $100,000.

Police described the trailer as unlivable due to the amount of pot plants being grown.
Two other teens, a 15-year-old boy and a 13-year-old girl, lived with Howell, who was their uncle and legal guardian. The other teens did not appear to be harmed. All of the children were removed from the residence.

Howell was booked into jail and charged with aggravated child abuse and growing and cultivating marijuana.
