Bertha Cashed The Foster Care Checks While Duane Made Hamburger Of The Kid’s Behinds

Orcutt, California (The Weekly Vice) - Bertha Savoy, a 71-year-old Orcutt state licensed foster mother, and her 38-year-old nephew, Duane James, were arrested Wednesday after the pair allegedly put Bertha's foster children through a living hell over a 4-year period.

According to the Santa Barbara Sheriff's Office, Savoy housed four foster children that told investigators she beat them with clothes hangars, forced them to sleep outside on concrete, and denied them food and shelter.

Investigators say that they learned Savoy's nephew, James, lived next door and Savoy would call him over whenever she allegedly needed assistance in the physical disciplining of the children.

James allegedly told the children on several occasions that he would kill them and bury them in the back yard, according to the sheriff's report.

During the investigation, detectives found four other non-foster children living with James; two of whom are also alleged victims of child abuse, according to investigators.

Detectives interviewed four more foster children that had lived with Savoy in the last three years and the children were able to corroborate the alleged abuse, police say.

Investigators say they were able to determine that three of these previous foster kids of Savoy's were also victims of abuse.

Savoy was booked in the Santa Barbara County Jail on 6 felony counts of child abuse. She posted all or 10% of her $100,000 bond. She has since been charged with 2 misdemeanor charges of dissuading a witness by the district attorney's office.

James was booked in the Santa Barbara County Jail on 6 felony counts of child abuse. he posted all or 10% of his $100,000 bond. He has since been charged with one additional count of felony child abuse by the district attorney's office.
