Miami, FL (The Weekly Vice) – Paul C. Lawrence, a 38-year-old highway patrol trooper was jailed after he allegedly issued numerous bogus citations to innocent people, including a man who was in Peru settling his divorce during his supposed infraction.
According to Miami police, Lawrence, a 12-year veteran, used private information about motorists he had stopped in prior incidents to issue fraudulent citations on eight separate occasions this winter.
About 85 victims have been identified so far, some of which were not in the state or even in the country at the time they were issued the tickets.
Prosecutors say Lawrence issued the fraudulent citations to increase his citation quota. In November alone, 397 tickets were submitted by Lawrence, with 82 of them missing a signature. 203 of them have been dismissed as result of the allegations.
FHP insisted that the highway patrol does not force their troopers to meet a certain quota, so there was no incentive at all for Lawrence to have been dishonest.
Lawrence has been placed on administrative leave and is now facing 22 counts of official misconduct, a third-degree felony.

It sounds like this guy was somewhere he wasn't supposed to be and wrote tickets so that his superiors would think he was out on the job.
How could he think this would work?
He doesn't even look like a cop. He looks like a homeless crackhead if you ask me....
I believe most departments do have an unwritten quota rule.
However I also believe that Ida has nailed the motive in this case.

I usually agree with Juggs and enjoy her comments and points of view. I know that as long as I have been visiting this site I have never seen her attack fellow commentators as viciously as you have attacked her.

Obviously there are quite a few people who have problems with juggalos, and you don't see me going anywhere or changing my name. I wear it proud, not hide behind an anonymous identidy!!!
I have no problem with you at all, you seem very nice. I'm not trying to be mean at all...
But I don't understand why Juggalos and whatnot give themselves a title just because they happen to like a few bands. Seems juvenile and doesn't make sense. Can you explain otherwise for me? Maybe I just don't get it.
